Local Programme Representative of the Implementing Partners to support the implementation of the EU4Green Recovery East Programme in Ukraine.

OiEau (International Office for Water, France) is recruiting, on behalf of the Implementing Partners, a Local Programme Representative for the EU4Green Recovery East programme in Ukraine. This EU-funded (DG ENEST, EUR 21.3M, 2025-2028) regional programme supports Eastern Partnership countries on circular economy, water management, EU Green Deal/Chapter 27 alignment, environmental data cooperation and transboundary cooperation.

The expert will coordinate between Implementing Partners (UBA, Expertise France, OiEau, OECD, UNIDO, UNECE), national stakeholders and the EU Delegation, support missions, events, reporting and communication/visibility activities.

It is a fee-based service contract, single lot, for a maximum of 480 working days over December 2026 - 30 November 2028, with a maximum budget of €96,000 (fees only, excl. VAT); travel and other costs are reimbursed separately. The procedure follows Expertise France procurement rules (local open tender, not the French public procurement code); subcontracting is not allowed. Award is based on best price/quality ratio (80/20), with a minimum technical score of 75/100. Tenders (technical + financial offers, in two separate envelopes) must be submitted via the Synapse platform by 23 November 2026, 17:00 (Paris time).
