SIGMA : Public Administration Reform experts

Call for Tenders launched by the OECD, through its SIGMA Programme (a joint OECD/EU initiative), to select several experts specialised in public administration modernisation and reform.

The experts will contribute to SIGMA's analytical work (monitoring against the Principles of Public Administration, thematic and regional studies) across 11 areas, including PAR agenda management, policy co-ordination, public service/HR, digital government, public financial management, public procurement and external audit.

Successful candidates will be placed on a list of preferred contractors and proposed a framework contract, with specific tasks agreed on the basis of days and daily rates. Tasks run from February 2027 to December 2030.

Minimum requirements: five years of professional experience in the key areas, experience working with EU member state public administrations, and fluent English and/or French.
